CALL MEETING TO ORDER AT: 11:30am at the Fred’s Southern Kichen in Lakeland, Fl.
SECRETARY’S REPORT: The Secretary’s report was not available for this meeting.
TREASURER’S REPORT: Treasurer reports a chapter balance of $204.33
DIRECTOR’S REPORT: DOACC’s meeting is next month in Tallahassee, FSMS will hold meeting in the same time frame.
Chapter dues notices were sent out last montheveryone to pay their dues.
LEGAL COMMITTEE CHAIRMAN’S REPORT: Chairman announced that CCNA legislation has been filed this session. Does not appear that the “limited liability” issue will be taken up this year; expects the de-regulation efforts to continue this year.

NEW BUSINESS:
Discussed “Light Squared” GPS interference issue.
Announced that the tri-chapter meeting would be held in February 23rd, chapter reached consensus that the meeting will be held at Walden Lakes Country Club in Plant City
National Surveyor’s week is March 18th through March 24th this year.
Tampa Bay Chapter will hold an “Old Timer’s meeting” to coincide with Surveyors Week.
Tampa Bay Chapter will have McKim and Creed as a guest speaker at their April meeting. They’ll demonstrate and discuss mobile LiDAR applications.

CALL MEETING TO ORDER AT: 11:30am at the Red Elephant Pizza & Grill in Lakeland, Fl.
Anti-Trust Avoidance Statement was read
SECRETARY’S REPORT: Minutes for the June meeting were read and by motion of Steve Whitaker seconded by Craig Emrick the minutes were approved.
TREASURER’S REPORT: Treasurer reported a chapter balance of $204.33.
DIRECTOR’S REPORT: Ken Glass reported on the Light Squared/GPS issue and the fact that due to the pro de-regulation mood in Tallahassee there may be another effort this year to de-regulate surveyors.

OLD BUSINESS:

NEW BUSINESS:
Bart Comeaux went over some proposed activities for the coming year, they include:
1) Another miniature golf fund raiser.
2) Participation in Surveyors week.
3) Support for a Boy Scout’s surveying merit badge.
4) Toys for Tots in November.
5) A joint meeting with the Central Florida Chapter.
6) Inviting guest speakers to meetings that will be able to hold mini seminars that will allow members to receive CEU’s.
7) A barbeque fundraiser.
Sherry Grymko informed the group that we needed to come up with $60 to pay our web-site host to keep the chapter website up and running. Member Diane Collins volunteered to personally pay the $60.

Craig Emrick and other members announced the following:
1) Reminded members that the FSMS constitution re-writes are ongoing
2) The 2011 Awards nominations are due.
3) There will be no Ridge Chapter meeting in July.
4) The annual conference is in St. Augustine this August.
5) Discussed the “Light Squared” broad band vs GPS signal issue.
6) The effort to de-regulate surveyors may reappear next legislative session.

PRESIDENT’S REPORT: Craig Emrick reported on the following:
1. One of our director positions is vacant as Ms. Peavey has resigned her position (discussion followed)
2. Report on legislative issues: Surveyor’s still excluded from HB5005, CCNA challenges were defeated and the prohibiting of photographing of agricultural lands has an exemption for surveying and mapping professions as well.
3. Nominations were solicited for the vacant directorship which will roll into the regular full term later in the year and also for the chapter officers:

TREASURER’S REPORT: Treasurer reported a chapter balance of $696.28. (Partial increase from Mini-Golf Tournament included in balance.

LEGAL COMMITTEE CHAIRMAN’S REPORT: Jack Breed was in attendance and reported on the following:
1. CCNA – SB 276 has just began to gain some traction within the state legislature, is on agenda for committee meeting this Thursday. Members are encouraged to follow direction of the FSMS Bulletin expected later today. First step is to email the 5 people on the list to voice your opposition to this Bill. Especially our hometown legislator on this list Sen. J.D. Alexander.
2. SB1246 – Bill that would make it illegal to photograph agricultural lands. Rep. Crisafulli has pledged to have surveyor’s and mappers exempted from this.
3. HB5005 – Although we have been removed from the de-regulation, our lobbyists continue to monitor this bill as it passes through the legislation.

March 8, 2011 – Chapter Minutes
MEETING CALLED TO ORDER AT: 11:40 am at the Peace River Country Club in Bartow, Fl.

SECRETARY’S REPORT: No minutes from past meeting due to Secretary’s absence
TREASURER’S REPORT: Treasurer reported a chapter balance of $379.33.
DIRECTOR’S REPORT: Deb Peavey was in attendance and reported on the following:
1. FSMS Annual Conference - Final preparations are being made for the 2011 conference in St. Augustine at the World Golf Village (Aug 10-14). This year the fish fry contest will be replaced with a BBQ contest. The dates for the 2012 conference are Aug 8-12 and will be back in Naples.
2. Surveying Theft (crime reports) – Beth Embleton at the FSMS offices in Tallahassee has been aiding in tracking this activity, members are reminded to forward all reports to her.
3. Recruiting – There’s been a community college push in the central Fl area as well as local high schools. Going forward, FSMS recruiting will attempt to partner up with Justin Harris and the folks from UF-Plant City campus for local recruiting efforts.
4. CST Examination – The national board is finally preparing a study guide for future examination candidates
5. Surveyor’s Week – March 20-26, NSPS Surveying USA – event planned for simultaneous GPS observations of NGS control points to commemorate National Surveyors Week and promote the numerous benefits of GPS
6. Declaratory Statements – Initiated from Al Butler and Ted Madsen (Mrs. Peavey deferred to Jack Breed to detail the recent outcomes at the latest Board Meeting)
7. Vacant Board Seat – Mary Hanna Clodfelter has resigned her position on the board and there is a vacancy that needs to be filled, interested parties are encouraged to apply
LEGAL COMMITTEE CHAIRMAN’S REPORT: Jack Breed was in attendance and reported on the following:
1. Declaratory Statements – Al Butler’s request for a declaratory statement from DOAC’s regarding the definition of surveying was denied, the board felt that the current definitions were sufficient and no further explanation was needed. Jack expects Mr. Butler to continue with other attempts to challenge the Surveying and Mapping statutes.
2. CCNA – latest updates on the pricing component being finagled within CCNA procedures to derail the purpose for having CCNA
OLD BUSINESS:
1. Sam Thomas – Craig Emrick followed up with further details about Sam’s award and once again recognized Sam for this achievement (Joe Mack Morris award for excellent customer service).
NEW BUSINESS:
1. Craig Emrick – Reminder/Update of the upcoming Ridge Chapter Mini Golf Tournament
2. John Clyatt – Announced that communication with Rick Thompson at Polk State College has been occurring leading up to a better organized / official program for CST training

TREASURER’S REPORT: Treasurer reported a chapter balance of $279.33.
DIRECTOR’S REPORT: There was no Director’s Report.
LEGAL COMMITTEE CHAIRMAN’S REPORT:
1) Legislation to change CCNA has been filed in the House and Senate. Both include a “cost initiative” to be added to CCNA. Jack anticipates that it will be an expensive, uphill battle to defeat these two proposed bills.
2) Al Butler requested a declaratory statement from DOAC’s regarding the definition of surveying. Jack expects Mr. Butler to ultimately try to have a bill introduced that would change the law that mandates that only licensed surveyors can perform certain types of surveys.
OLD BUSINESS:
Craig Emrick asked that we schedule the Miniature Golf Tournament for March 26. Membership approved the request.
NEW BUSINESS:
Craig Emrick and other members announced the following:
1) Surveyors Week is March 21-27.
2) The 2009 BLM Manual has been published.
3) The latest FEMA elevation certificate will become effective February 15th.
4) 2011 ALTA standards are effective February 23rd.
5) The 2011 FSMS Education Conference is January 27-29 at the Hilton Garden Inn in east Tampa/Brandon.
6) There has been no Tri-Chapter meeting scheduled yet.
